Before taking up that position, in July 1954, President Eisenhower asked him to compile a top secret report on the CIA's covert activities and to 'make any recommendations calculated to improve the conduct of these operations.'
In the subsequent report, Doolittle said:
"Hitherto acceptable norms of human conduct do not apply. If the United States is to survive, long-standing American concepts of 'fair play' must be reconsidered. We must develop effective espionage and counter-espionage services and must learn to subvert, sabotage and destroy our enemies by more clever, more sophisticated, and more effective methods than those used against us.The following top secret information was published by US and UK officials:in a September 1957 document:
It may become necessary that the American people be made acquainted with, understand and support this fundamentally repugnant philosophy."
"In order to facilitate the action of liberative forces, reduce the capabilities of the Syrian regime to organise and direct its military actions, to hold losses and destruction to a minimum, and to bring about desired results in the shortest possible time, a special effort should be made to eliminate certain key individuals.
Their removal should be accomplished early in the course of the uprising and intervention and in the light of circumstances existing at the time."The assassinations signalled above, the consequent 'regime change' and destabilisation of the region that was supposed to ensue, were approved by both the Macmillan and Eisenhower administrations. Abd al-Hamid Sarraj, head of Syrian military intelligence; Afif al-Bizri, chief of the Syrian general staff; and Khalid Bakdash, leader of the Syrian Communist party, were the intended targets. These had been identified as the real power behind the 'figurehead President', Shukri al-Quwatli.
The document continues:
"Once a political decision is reached to proceed with internal disturbances in Syria, CIA is prepared, and SIS [MI6] will attempt, to mount minor sabotage and coup de main incidents within Syria, working through contacts with individuals. The two services should consult, as appropriate, to avoid any overlapping or interference with each other's activities."The document also said that Syria had to be 'made to appear as the sponsor of plots, sabotage and violence directed against neighbouring governments' and called for the arming of 'political factions with paramilitary or other actionist capabilities.' It added:
"CIA and SIS should use their capabilities in both the psychological and action fields to augment tension."The man most responsible for the 'preferred plan' outlined above was the CIA's Middle East chief, Kermit Roosevelt, grandson of President Theodore Roosevelt.
If the great and the good could scheme to inflict such Machiavellian nastiness upon a sovereign country and its leaders back then, they could do so now, couldn’t they? Iraq, Afghanistan, Libya, Syria and Iran come straight to mind.

The initial draft of 'Defence Policy Guidance' was presented to Dick Cheney, Secretary of Defence in Bush senior’s administration by its creators, Under Secretary of Defence Paul Wolfowitz and Deputy Under Secretary of Defence, Lewis Libby, on 18 February 1992.
"The US must show the leadership necessary to establish and protect a new order… In non-defence areas, we must account sufficiently for the interests of the advanced industrial nations to discourage them from challenging our leadership or seeking to overturn the established political and economic order.
We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role. …The sense that the World Order is ultimately backed by the US will be an important stabilizing factor.
While the US cannot become the world's policeman, by assuming responsibility for righting every wrong, we will retain the pre-eminent responsibility for addressing selectively those wrongs which threaten not only our interests, but those of our allies or friends…
In the Middle East and Southwest Asia, our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region's oil."
A second draft of 'Defence Policy Guidance' was published on 16 April 1992.
"In the Middle East and Persian Gulf, we seek to foster regional stability, deter aggression against our friends and interests in the region, protect US nationals and property, and safeguard our access to international air and seaways and to the region's oil.
The United States is committed to the security of Israel and to maintaining the qualitative edge that is critical to Israel's security. Israel's confidence in its security and US-Israel strategic cooperation contribute to the stability of the entire region, as demonstrated once again during the Persian Gulf War."
Dick Cheney would, subsequently, become George W. Bush's Vice-President and, from 2001 to 2005, Paul Wolfowitz would serve as U.S. Deputy Secretary of Defense, just as he had with Bush senior.
In March 2005, the younger Bush nominated Wolfowitz as President of the World Bank. Nobel Laureate in Economics and the Bank's former chief economist, Joseph Stiglitz, said:
"The World Bank will once again become a hate figure. This could bring street protests and violence across the developing world."He was forced to resign in June 2007 after it became known that he had personally ordered a substantial pay rise and a promotion for Shaha Ali Riza, an Arab employee of the Bank and his long-standing lover.
Lewis Libby was also active in Bush junior administration, becoming Cheney's chief of staff in 2001.
Mary Matalin, also a Cheney adviser, said this of him
"He is to the Vice President what the Vice President is to the President."
Libby would, on 5 June 2007, be sentenced to 30 months in prison for obstructing justice, perjury and making false statements.
On 2 July 2007, using his executive powers, President Bush set him free. On 24 October 2002, Michael Kinsley said this in Slate Magazine:
"Tariq Aziz has a theory. Saddam Hussein's deputy told the New York Times this week, 'the reason for this warmongering policy toward Iraq is oil and Israel.' Although no one wishes to agree with Tariq Aziz, he has put succinctly what many people in Washington apparently believe. The lack of public discussion about the role of Israel in the thinking of 'President Bush' is easier to understand, but weird nevertheless. It is the proverbial elephant in the room: Everybody sees it, no one mentions it. "The war in Iraq was conceived by 25 neoconservative intellectuals, most of them Jewish, who are pushing President Bush to change the course of history... Richard Perle, Paul Wolfowitz, Douglas Feith, William Kristol, Eliot Abrams, Charles Krauthammer, people who are mutual friends and cultivate one another."On 6 April 2003. James Rosen said this in The Sacramento Bee:

It is not only the neo-conservatives who led us to the outskirts of Baghdad. Thing is, ladies and gentlemen, the Jews ARE enormously over-represented in the media of the Western world (just as they are in banking and politics) and, these days, just about everyone knows it. Jason Bermas certainly does. In the strictly-controlled, politically correct world according to Bermas and co., however, whilst knowing it is perfectly acceptable, daring to say it should get you toasted. Interesting then that some Jewish notables are so confident of their unassailable position at the top of the heap, they are happy to confirm the actuality of Desert Larry's abbreviated observation.
